By June 2021 Mugen had written the whole sentence into the UL Stripclub Code. The archive has older cups. It still does not give us the origin.

A `sneaky mfs` exchange. Mugen tells everybody to put the talk in the room. Two minutes later Anthos posts Kermit sipping tea.
The missing setup stays missing. The surviving sequence is enough to date tea-as-spectator reaction language without manufacturing the gossip case it belonged to.
THE GOSSIP CUP ENTERS THE LEGAL SYSTEM.
Snow does not write the later slogan. He puts the club's neutral stance and Mugen's peaceful tea time inside the same mutiny charge.
The full clown-law belongs on JAG. Here, tea stops being only a reaction image and becomes language for the state that is not supposed to be disturbed.

The metaphor gets instructions. Mugen writes the full tea sentence as Rule #3 and follows it with anti-troll guidance: do not feed the thing you are watching.

Illien posts Kermit sipping tea back in Club Only. After Rule #3 exists in writing, Snow carries the same Kermit tea-sip URL into the Wall.

Those are recovered reaction-asset names, not transcript-attributed lines. The media layer proves the room still had a tea/gossip visual vocabulary; it does not tell us who aimed each reaction at whom.

Archive-confirmed in Mugen's June 4, 2021 UL Stripclub Code. The older grammar survives around it: people sip while the room watches, and JAG protects a neutral stance by protecting Mugen's tea time.
What remains open is the part the archive has not earned yet: who first coined the sentence, whether it appears earlier than June 2021, and when popcorn joined the formulation.

Earliest surviving is not origin. July 25, 2020 is the earliest tea-as-spectator scene currently surfaced; June 4, 2021 is the earliest direct full `Sip the tea, don't be the tea` text currently surfaced. Neither date proves invention.
The direct slogan comes from `📏 club-rules`, message `850405185242923048`, posted by Mugen as part of `UL Stripclub Code`. JAG's August 7, 2020 `Mugens peaceful tea time` is an antecedent, not the same wording.
Literal tea posts, breakfast GIFs, boba, and generic drinking reactions stay out unless context shows gossip/spectator use, recurrence, or house-law mutation. The 2023 Whiskey reaction filenames are media-layer evidence only; no poster, target, or creator is assigned without a transcript join.
